Well...maybe its part of the punishment for parking wrong. But a test is always possible.

I expected more from the japanese. Maybe it was a test or something. I really doubt that somebody would approve a tow truck that works like that.

seriously, imagine if you were in a glass elavator going down to get your car which is illegaly parked and you saw it getting towed like this.
