Need help identifying a film, Pweaty pwease can you help?

Hey what's up fellas. I have been looking for a certain movie for awhile now. When I was a child me and my cousin  used to walk to the local top video and rent scary movies everyday during the summers. We rented some film about a baby cannibal, I think Tommy was his name I remember him being deformed a little bit (if there is such a thing as a little deformed}. I remember a scene were a social worker/detective goes to the child's house and sees  meat on his high chair and they find him in a closet. Unfortunately for them, Tommy kills them for their troubles.

Any help would be greatly appreciated, I haven't seen this movie since I was a kid and would love to see it again. Kinda brings back good memories.
