I expected more from the japanese. Maybe it was a test or something. I really doubt that somebody would approve a tow truck that works like that.

Well...maybe its part of the punishment for parking wrong. But a test is always possible.
You can also hear whoever was filming musta gotten in trouble as I think I heard "get off the roof" at the last second.
