I'd be hard pressed to pick a single one. I can go top three, though:
Japan -- since the late 90s they've been pumping out genre fare non-stop, with many more hits than misses. Ringu, Ju:On, Dark Waters and Ichi the Killer (while not horror, it's as graphic and exploitative as they come) are some examples.
England -- while Hammer Horror may be weak point when it comes to horror viewing (I haven't seen very many) their contribution and influence on genre films is immeasurable.
France -- for several years during the first decade of the new millenium, I don't think a single country in the world could touch France for its strong genre output. Stuff like Inside, Frontier(s) and Haute Tension brought a level of grisliness back to horror films, while the US merely continued its tired trend of remaking inferior copies of superior originals.
