It looks like Franklin the Arrested Development dummy gone horribly awry.  Definitely sounds like it's trying to do some extreme things.

That's his name! You know last week I was trying to think of the name of Gob's ventrilouquist dummy.

I've only looked at the two pictures on the news article page so far. I'm thinking of this film in the same way as Team America: World Police.

I like their bases better.  Chucky meets Dolemite.  Now that is something everybody should want to see.
