Rhodes and Steele, because they care more about themselves and they would kill the people on their own side if it would save themselves. So, they would use cheap and dirty tactics to win.

P & R are SWAT members, thus being more highly trained in the art of combat.  And they would stick together through thick and thin in a battle.

R & S are a couple of pussies! They would sacrifice their Grandmas, and kids to save their butts. In the end, they would both turn on each other when the going gets tough.  As in; when they began to lose to P & R, one, if not both,  would cower and run in the opposite direction.

Definitely the crew from Dawn.. They are SWAT and have been through a lot. They killed a fuck ton of zombie where as the guys from Day were just rangling them up.
