Topic: NEED HELP finding this MOVIE

Hi, I was trying to find 1 movie i watched, but cant remember its name.

OK, It's about those SEA creatures/hybrids that start mutating and i think scientists made them and they start killing people. I remember it had 2 PARTS and at the end i think i saw ''based on a book''.
