Violent without gore...then I'd have to go with what was said about I spit on your grave and Last house on the left, house at the edge of the park....a different kind of brutality.
Mix the gore in with that vein of movies and you get the August Underground series, A serbian film and to a lesser extent, Murder set Pieces.
